All religions start as cults. Once the cult gains enough members and is recognized on a large enough scale, it becomes a religion

One of the grad students in a seminar class I was in last semester did a pretty interesting research paper on Scientology and how it being labeled "fringe" is primarily a result in shifting social trends. Basically she argued that Scientology was the quintessentially American religion in the 1950s, which included a huge emphasis on secrecy, loyalty, and conspiracy thanks to prevailing Cold War sentiments. Now that mainstream American culture has shifted radically from this (particularly in the emphasis of freedom of information), Scientology is relegated to the fringe of NRMs.

The CIA received many complaints about Scientology during the cold war that they were communists.

Ron Hubbard repeatedly gave the government lists of suspected communists within and outside of his organization and tried to cooperated with the government, but they rejected the group as a cult and potential threat. Hubbard's response was pretty hardcore.
